the statement by the company is pure doublespeak.  "PREVIOUS  ..... tests..... on material INSIDE (the ship) confirm .... they pose.... no ..... risk.". 
What about current tests or what was inside the ship (like the fuel)? 
They want you to conclude it is safe when they did NOT say that.

Big problem if government is investigating someone to find out if they broke any laws. You should already have reasonable suspicion that a law was broken before investigating someone.
