I'm pretty sure Anakins ws 27000, but I can see where you got 40k from since Lucas said Anakin was supposedly to become 2x the Emperor, and Palpatine had 20k maybe the more midichlorians the bigger the gap Like the gap between 10-15k is much smaller than the gap between 20k and 27k
