Legalize it all. Tax the crap out of it. Take away their power through taking away their revenue stream. Increase the state and federal revenue stream as well as creating honest jobs for hardworking people. It'll also allow society to disengage from treating the addicts as their tax dollars will have already paid for their own treatment.
